LIHEAP (Low Income Home Energy Assistance Program) application deadlines vary significantly by state.

Many states follow a typical heating season application period in fall through spring, but some offer a summer cooling assistance season, too.

General Guidelines

• Most states open for winter assistance between October and November, closing in March or April. 

• Priority or early access is often granted to seniors (60+), disabled individuals, households with young children, or those facing utility shutoffs.

State-by-State Application Periods (Program Year 2025)

Here are updated operational application windows for LIHEAP (Low Income Home Energy Assistance Program) in multiple states for the 2025 assistance season:

• Illinois: Applications open October 1, 2024, for priority groups (seniors, disabled, families with young children); general public access begins November 1, 2024, and remains open through August 15, 2025, or until funds are depleted.

• North Carolina: Priority households (age 60+ or disabled) can apply December 1–31, 2024; other households can apply January 1–March 31, 2025.

• Pennsylvania: Application period ran from November 4, 2024, through April 18, 2025, including crisis benefits (extended deadline).

• Oklahoma:

  • Winter heating assistance started December 17, 2024

  • Crisis assistance began April 15, 2025

  • Summer cooling applications accepted through mid‑July 2025, ending at midnight July 19, 2025 (CST).

• Arkansas: Applications accepted through community-based organizations in two seasonal windows: January – April 30, 2025, and July – September 30, 2025, first‑come, first‑served.

• New Jersey: Award period spans October 1 to September 30 (federal fiscal year); applications are currently open pending funding.

• California: Application portal open until funds run out in 2025; there's no fixed closing date published, and priority is given to high‑need households (e.g. seniors, disabled, those with high energy burden).
