California Utility Assistance Programs for Low-Income Households (CARE, FERA, ESA)

If you're a California resident struggling with high energy bills, there are several income-qualified assistance programs that can help, even beyond those run by the California Department of Community Services and Development (CSD).

Here are three major utility discount and support programs you may qualify for:

 

1. California Alternate Rates for Energy (CARE)

The CARE program offers significant discounts of 30–35% on electric bills and up to 20% off natural gas bills for eligible low-income households.
